Electronic appeal

Electronic requests submitted in the manner prescribed by the Law of the Republic of Belarus dated 18.07.2011 No. 300-Z «On requests from citizens and legal entities». Electronic requests are submitted by posting them in a special section «Electronic requests» on the official website of JSC «Gomeltorgmash» in the global computer network Internet.

Electronic requests from citizens must contain:

• The name and (or) address of the organization or the position of the person to whom the request is sent;

• The surname, first name, patronymic (if any) or initials of the applicant, the address of his/her place of residence (place of stay);

• A statement of the essence of the request;

• The email address of the applicant.

Electronic requests from legal entities must contain:

• The name and (or) address of the organization or the position of the person to whom the request is sent;

• The full name of the legal entity and its location;

• A statement of the essence of the request;

• The last name, first name, patronymic (if any) or initials of the director;

• The applicant's email address.

Electronic requests submitted by representatives of applicants must be accompanied by electronic copies of documents confirming their authority.

A personal signature is not required in applicants' electronic requests.

Electronic requests will not be considered on the merits if:

• They are not written in Belarusian or Russian;

• They do not contain the last name, first name, patronymic, or address of residence (place of stay) of the citizen;

• They do not contain the full name of the legal entity and its location address, the last name, first name, patronymic of the director or the person authorized to sign requests in the established manner (for legal entities);

• The essence of the request is not stated;

• They contain illegible text;

• They contain obscene or offensive words or expressions;

• Subject to review in accordance with the legislation on constitutional proceedings, civil, civil procedural, commercial procedural, criminal procedural legislation, legislation determining the procedure for administrative proceedings, legislation on administrative procedures;

• In accordance with legislative acts, a different procedure for filing and reviewing such appeals has been established;

• Contain issues that are not within the competence of JSC «Gomeltorgmash»;

• The deadline for filing a complaint has been missed without good reason;

• A repeated appeal has been filed if it has already been reviewed on the merits and it does not contain new circumstances that are significant for reviewing the appeal on the merits;

• Correspondence with the applicant has been terminated.

Electronic appeals must be reviewed no later than 15 days, and appeals requiring additional study and verification - no later than one month from the day following the day of registration of the appeal.

Responses (notifications) to electronic requests are sent to the applicants' email address specified in the electronic requests, except for cases when the applicant in his electronic request requests that a written response be sent or that a written response and a response be sent simultaneously to his email address, and also when the electronic request specifies an email address to which the response (notification) could not be delivered for technical reasons.

In the event that incoming electronic requests of similar content from different applicants are of a mass nature (more than ten requests), responses to such requests are posted on the official website of JSC «Gomeltorgmash» in the global computer network Internet without sending responses (notifications) to the applicants.

The applicant has the right to withdraw his electronic request before it is considered on the merits by submitting a written application or sending the application in electronic form in the same way as the electronic request was sent.

A response to an application or a decision to leave an application without consideration on the merits may be appealed in court in the manner prescribed by law.
